There are many factors involved in getting freight charges to calculate, so there are a number of possible causes for a charge not calculating.
Try these steps to get a freight charge to calculate correctly.

Find the job and its rate card
First, find the job by going to Find a Consignment in the Invoices section of eCargo Web
You can check the rates by clicking 'View rate card' next to the calculated charge. Alternately, find the rate card by going to Find rate card in the Invoices menu.
If the rates aren't correct, you will need to correct and re-import the rate table, then recalculate the charge. You can recalculate the charge using the Recalculate button from the job's page in Find a Consignment.
Check that rates are correct
What is the movement (pickup) date of the job?
Check if the 'actual pickup date' falls within the date range of the rates. If it doesn't, you will need to change the date of the job to match the rates, or load different rates to match the job.
Is the job part of a manifest, and are jobs set to calculate at a manifest level?
See if the customer is set to calculate freight charges at the manifest level by finding them in My Customers, and going to the Attributes tab. If there is an attribute called NO_SHIPMENT_CALC and its value is NO, and the carrier has the attribute SHIPMENT_CALC_ENABLED = YES, then calculations are at the manifest level.
This is the same if the carrier has the attribute SHIPMENT_CALC_ENABLED = YES and the owner does not have the SHIPMENT_CALC_ENABLED attribute.
If one consignment on the manifest fails to calculate a charge, then all the jobs on the manifest will fail.
Are breaks/tiers used for the rates?
Breaks/tiers are used to specify quantities that a charge should be calculated for. If sets of breaks/tiers are used in the rate card, they need to cover all possibilities, but not overlap. You can read more about breaks/tiers in Importing and updating rates.
Are the pickup and delivery zones correct?
Rating zones are used to define geographic areas that freight rates are calculated for. You should check the zone mapping to see if it matches the pickup and delivery addresses of the job.

Does the job owner have the right attributes?
Locate the job owner in My Business or My Customers in the Admin section of eCargo Web.
In the Attributes tab, the business should have the CALC_FREIGHT_C-NZ_ROAD or CALC_FREIGHT_C-SEA_FREIGHT attribute (with the value of YES), depending on how their jobs are delivered.
Use 'Analyse' to diagnose issues with the charge calculation
Find the job by going to Find a Consignment in the Invoices section of eCargo Web.
Go to the Edit Charges tab, then select Analyse. This displays a table of details about how the charge has been calculated. You can use Show All to break this detail down even further.
